KEEP claims that casinos can be contained at race tracks by a state constitutional amendment awarding a casino monopoly to those tracks. Constitutional experts agree that out-of-state casino operators will undoubtedly push that it is unconstitutional for race track owners to be the only ones making it rich off of Kentuckians. Say No To Casinos knows of organizations that have threatened to sue to avoid such an unconstitutional monopoly. Further, one pre-filed bill in the Kentucky legislature grants 5 casino licenses to race tracks, and four others to non-track operators. The effort to expand casinos beyond race tracks has been years in the making and is already proposed in the General Assembly.
In Indiana, where casinos were legalized in 1993, there is now a major push to legalize slot machines and other gambling devices in any establishment that has a liquor license. Once Biggs Casino gets his foot in the door, he will force his way deeper and deeper into the state. Casinos can’t be monopolized by race tracks, and KEEP’s false promises endanger and state and our beloved horse industry.
